Add the olive oil and flour to the saucepan. Whisk until a thin paste forms. Continue cooking and whisking over medium-low heat for another 30-60 seconds to cook out the flour.

Then, while continuously whisking, slowly add some of the milk. The sauce will thicken immediately. Continue to whisk and slowly add the milk.

Add the cream cheese and cheddar cheese to the mixture and continue to whisk until the queso thickens.
