A cyberattack does not need exploding transformers or darkened streets to make a city feel suddenly vulnerable.
Sometimes, all it takes is a computer screen that stops responding.
That became reality in Suisun City, California, after malicious software compromised municipal IT systems around 5:45 a.m. on Friday, August 7. The attack reached critical operations including 911 routing, police and fire dispatch, city records and other government services, forcing officials to shut down the city’s entire internal network.
The City Council declared a state of emergency the following morning.
Officials insist there is no imminent threat to residents and that police, fire and emergency response remain active. But the incident raises a troubling question far beyond one Northern California community:
How much of everyday city life now depends on systems most residents never think about until they disappear?
The Attack Reached the One System Nobody Wants to See Disrupted

The phrase “cyberattack” can sound abstract.
“911 routing” does not.
Suisun City said the malware affected 911 routing as well as police and fire dispatch systems. Emergency calls continued, but city dispatchers had to operate through the neighboring Solano County dispatch center while Suisun police officers and firefighters kept responding to calls.
City spokesperson Michael Elm told KQED that emergency services themselves were not interrupted, even though some software became unusable once the network was shut down.
That distinction matters.
Nobody is reporting that residents were abandoned during emergencies.
But the fact that a malicious program could force a city to reroute part of its emergency communications shows how quickly a digital problem can become a public-safety concern.
Suisun City Pulled the Digital Emergency Brake
Officials responded aggressively.
Rather than trying to keep infected systems running, Suisun City shut down its entire IT network to contain the threat and preserve evidence for a federal investigation. The city also activated its Emergency Operations Center.
That decision protected the investigation, but it came with a cost.
As of the city’s latest detailed update on August 10, City Hall was closed to the public, affecting in-person access to planning, building, housing, water, finance, human resources, public works, administration and the city manager’s office.
Some separately hosted services continued operating, including permit applications, public-record requests and recreation registration. Other functions faced delays or limited access.
In other words, the city did not stop functioning.
It started functioning around the damage.
The State of Emergency Says Plenty About the Scale
Declaring a state of emergency can sound dramatic, but in this case it also serves a practical purpose.
The Suisun City Council approved the declaration during a special meeting on August 8. Officials said the move allows the city to quickly access emergency support and seek reimbursement for costs connected to the cyberattack.
The FBI, Department of Homeland Security and California Office of Emergency Services are now working with the city as investigators examine the breach and systems are gradually cleared for restoration.
That level of outside involvement shows why municipal cyberattacks cannot simply be treated as an IT department headache.
Once public-safety systems, financial records and government operations are involved, the consequences can reach taxpayers, law enforcement and potentially federal investigators.
One of the Biggest Questions Still Has No Public Answer

Officials have said malicious software caused the incident.
They have not publicly identified who was responsible.
As of the latest reporting, it also remained unclear whether information was stolen or whether attackers demanded a ransom. Government Technology reported that those questions had not yet been answered publicly.
Suisun City has also stopped short of telling residents that personal or payment information was compromised.
Instead, the city says cybersecurity professionals are investigating and that customers will be notified if officials determine there is information they need to know about their accounts.
That is an important distinction.
There is no basis yet to claim residents’ financial information was stolen.
But until investigators establish the full scope of the intrusion, uncertainty remains part of the story.
This Is Not California’s First Warning This Year
Suisun City is not dealing with the region’s first major local-government cyber incident of 2026.
KQED reported that Foster City declared an emergency earlier this year after a ransomware incident disrupted services for more than a week. Pittsburg, another Bay Area city, disclosed that a February phishing attack caused an unauthorized payment of more than $913,000, although authorities recovered most of the money.
UC Berkeley cybersecurity professor David Wagner told KQED that smaller cities are commonly targeted because criminals may view them as easier prey.
That may be the most unsettling part.
Hackers do not need to attack Los Angeles, San Francisco or Sacramento to cause real disruption.
A smaller municipality still controls emergency communications, permits, billing systems, police records and public services that thousands of people depend on.
The Real Damage May Be What Cities Have to Do Afterward
Suisun City says there is no imminent public threat.
Police and firefighters are still responding. Residents can still call 911. Parks remain open. Many services continue through backup systems or outside platforms.
That is the reassuring part.
The less reassuring part is what had to happen to keep it that way.
An entire municipal network went offline. Emergency dispatch had to lean on another county system. City Hall services were disrupted. Federal agencies were called in. Every affected function now has to be investigated and cleared before normal operations can fully return.
For residents, the attack may eventually amount to delayed permits, closed counters and temporarily inconvenient services.
For cities across America, the lesson is harder to shrug off.
A modern city does not run only on roads, water lines, police cars, and fire engines anymore.
It runs on software.
And when that invisible infrastructure is attacked, an ordinary Friday morning can turn into a state of emergency before most residents have even finished breakfast.
